Canadian PNP for Those Ineligible for EE Category Selection

Canada has introduced category-based selection for invitation rounds held under the Express Entry system.

In 2023, Canada is prioritizing professional experience rather than the ranking score of an Express Entry System candidate.

Previously, invitations to apply were issued on the basis of the ranking in the Express Entry pool. With the introduction of category-based selection, the focus has shifted from the Comprehensive Ranking System (CRS) score to professional experience in targeted EE draws.

Under category-based selection, 6 categories are being targeted by IRCC in 2023. These are -

  1. Healthcare occupations
  2. Science, Technology, Engineering and Math (STEM) occupations
  3. Trade occupations
  4. Transport occupations
  5. French-language proficiency
  6. Agriculture and agri-food occupations

With the introduction of category-based selection, there is uncertainty among Express Entry candidates who don’t fall in any of the 6 categories. For them, the route ahead can be through a provincial government.

With 80+ immigration pathways available, Canada’s Provincial Nominee Program (PNP) is the leading route for economic immigration. All provinces and territories are a part of Canadian PNP except Quebec and Nunavut territory.

In 2023-25, a total of 3,33,000 PR visas will be granted under the PNP.

There is no list of targeted occupations. Occupations in high demand in Alberta include -

British Columbia Provincial Nominee Program (BC PNP)

British Columbia targets 4 categories of occupations -

● Tech occupations

● Healthcare occupations

● Childcare occupations

● Other priority occupations


Manitoba Provincial Nominee Program (MPNP)

Manitoba targets 10 occupations, including -

● Health occupations,

● Sales and service occupations

● Business, finance and administration occupations

Occupations in manufacturing and utilities

New Brunswick

New Brunswick Provincial Nominee Program (NBPNP)


Sectors with the highest job vacancies include -

● Health occupations

● Sales and service

● Business, finance and administration

Newfoundland and Labrador

Newfoundland and Labrador Provincial Nominee Program (NLPNP)


Occupations in demand include -

● Technical specialist occupations

● Healthcare occupations

● Information communications technology occupations

Nova Scotia

Nova Scotia Nominee Program (NSNP)

Targeted occupations include -

● Transport truck drivers

● Heavy equipment operators

● Light duty cleaners


Ontario Immigrant Nominee Program (OINP)

Occupations in demand include -

● Mechanical assemblers and operators,

● Machine operators

● Home support workers

Prince Edward Island

Prince Edward Island Provincial Nominee Program (PEI PNP)

In-demand occupations in PEI include -

● Material handlers

● Transport truck drivers

● Nurses’ aides


Saskatchewan Immigrant Nominee Program (SINP)

There is no targeted occupation list.

The specific eligibility criteria varies. You will be required to meet each of the eligibility criteria of the PNP stream applying under.
