Canadian PNP provides a route to Canadian permanent residence that begins with a nomination and ends in a permanent visa. 

As per the 2022 Annual Report to Parliament on Immigration, “there were 54,020 people admitted through the Provincial Nominee Program in 2021, a 40% increase from 2020 admissions. This represents over 21% of permanent resident admissions in the economic category and directly supports provinces and territories with meeting their labour market needs in various critical sectors, including healthcare, hospitality, food services and transportation.”

Canada’s Provincial Nominee Program (PNP) is for those individuals who - 

  1. Have the education, skills, and work experience to make a contribution to the economy of a specific Canadian province or territory, 
  2. Want to live in the nominating province/territory, and 
  3. Want to settle in Canada as a permanent resident. 

Canada has 10 provinces and 3 territories. Of these, 9 provinces and 2 territories are a part of Canadian PNP. As Quebec immigration runs separately, Quebec does not participate in  either the Express Entry system or the PNP. Nunavut Territory, on the other hand, has no immigration program.

Alberta PNP has issued all of the Nomination Certificates allotted to the province for 2022 by Immigration, Refugees, and Citizenship Canada (IRCC). IRCC provided 6,500 nomination certificates to the AAIP for 2022. No draws were held by Alberta from August 2022 onwards.

British Columbia 

A nomination under the British Columbia Provincial Nominee Program (BC PNP) can let you and your family apply to IRCC for Canada PR visas. You can immigrate to British Columbia under - 

  1. Skills Immigration (SI)
  2. Entrepreneur Immigration (EI)

Generally, British Columbia PNP holds more than one round of invitations on a specific day. At times, the exact number of invitations issued is not given. For example, the invitations issued can be given as “<5” etc. 

There is an Express Entry BC (EEBC) option available for those who - 

  1. Have an IRCC Express Entry Profile Number, 
  2. Have a Job Seeker Validation Code, and 
  3. Meet the federal minimum language requirements.

Nova Scotia

Prospective immigrants that have the skills and experience targeted by Nova Scotia can be nominated by the province under the Nova Scotia Nominee Program (NSNP). Nova Scotia PNP streams include - Nova Scotia Labour Market Priorities, Labour Market Priorities for Physicians, Skilled Worker, Occupations in demand etc. 

Nova Scotia Labour Market Priorities draws were held on February 8 and November 7 in 2022. The exact number of invitations issued were not given by the NSNP. Another 6 invitations were issued on November 1, 2022, under the International Graduate Entrepreneur Stream. 

Ontario 

The Ontario Immigrant Nominee Program (OINP) has 3 streams linked with the Express Entry system of Canada. These are - 

  • Human Capital Priorities stream
  • French-Speaking Skilled Worker Stream
  • Skilled Trades stream

Notifications of interest (NOIs) are issued under the Express Entry-linked Ontario PNP streams. Invitations to apply (ITAs) are issued by Ontario PNP for -

Am I eligible for Canadian immigration by PNP?

Each of the PNP streams has its own criteria which can be accessed from the official website of the concerned PNP. 

A PNP stream might specifically target a certain category of immigrants, such as - 

  • Skilled workers
  • Semi-skilled workers
  • Students
  • Businesspeople

How can I apply to Canadian PNP?

The PNP application process will be as per the stream applying under. PNP streams that are linked with the Express Entry system offer ‘enhanced’ nominations. These have a completely online application process. 

Other PNP streams have ‘base’ nominations that usually involve a paper-based application process. 

As per the 2023-2025 Immigration Levels Plan, 105,500 will get Canada PR in 2023 by the PNP route, followed by another 110,000 the next year. For 2025, the overall admissions target of 500,000 newcomers will include 117,500 provincial nominees.
