Singapore Announces New 5-Year Work Visa under ONE Pass

Overhauling visa rules to attract foreign workers, Singapore announces a new long-term work visa to deal with the talent crunch. Foreigners not meeting the minimum required salary threshold might also be eligible. 

A new Singapore long-term work visa will be available under the Overseas Networks & Expertise pass that comes into effect on January 1, 2023. 

Recently, Singapore’s Ministry of Manpower (MOM) issued an Official Press Release - Strengthening Singapore’s Position as a Global Hub for Talent - announcing “enhancements to strengthen Singapore’s position as a global hub for talent”. 

Four enhancements have been made to the existing work pass framework of Singapore with the aim of better attracting top talent and experienced tech professionals specifically in areas dealing with skills shortage. 

The changes announced in Singapore work pass framework by the Ministry of Manpower are - 

  1. Introduction of a new Overseas Networks & Expertise Pass,
  2. A new benchmark for the top 10% of Employment Pass (EP) holders,
  3. For all EP applications, to make Singapore companies more responsive to business requirements, and
  4. Singapore to continue to build up local leadership. 

January 1, 2023 is the date of implementation for Singapore’s Overseas Networks & Expertise Pass. 

How can I work in Singapore as a skilled worker?

All foreign nationals that want to work in Singapore must hold a valid pass - generally referred to as a Singapore work visa - before they can begin working.

Foreign professionals, executives, and managers. At least $5,000 monthly salary must be earned.

EntrePass

Foreign entrepreneurs that are keen to start and operate a business in Singapore. 

 

What is the new Singapore ONE pass?

Announced on August 29, 2022, Singapore’s Overseas Networks & Expertise Pass (ONE) is a personalized pass for top talent from across the world that want to work in Singapore. 

The top talent can be in - business, arts and culture, sports, science and technology, and academia and research. ONE pass of Singapore provides employment flexibility. Eligible applicants can simultaneously start, operate and work for multiple companies in Singapore. 

Am I eligible for Singapore ONE pass?

There are different routes to apply for the Overseas Networks & Expertise Pass.

  • Overseas candidates 
  • Existing Employment Pass (EP) holders already working in Singapore

Eligibility 

Salary Threshold

At least S$30,000 fixed monthly salary to be paid by future employer in Singapore 

OR

Earning S$30,000 fixed monthly salary - or equivalent in foreign currency - within the last 1 year. 

Overseas candidates - that is, not already working in Singapore - will also have to show that they:

  • Have been working with an established overseas company for a minimum of 1 year, or 
  • Will be working with an established company in Singapore. 

An “established company” is one with an annual revenue of at least US$200 million or a market capitalisation of a minimum of US$500 million. 

What if I don’t meet the salary threshold?

Those with “outstanding achievements” might qualify, even if they don’t meet the salary criterion. 

Is the Singapore ONE pass renewable?

Renewable for 5 years each time, provided conditions for renewal are duly met. 

What are the benefits of ONE pass?

More employment flexibility. You can - 

  • Simultaneously start, operate, and work for more than 1 company at the same time. 
  • No need to reapply for a new pass in case of job change.
  • Spouse can work in Singapore on a Letter of Consent. 

Individuals looking to work in Singapore and meeting the eligibility criteria for ONE pass can apply directly. The new Singapore Long-Term Visa for global talent launches on January 1, 2023.  

Information on the application process is expected to be released closer to the launch of the ONE pass in 2023.
